Personnel Committee Minutes 06/05/08
Meeting Minutes of Monday, June 5, 2008 @ 8:00 a.m.

CALL TO ORDER
Chairman Williams opened the meeting at 8:03 a.m.


BEACH SUPERINTENDENT JOB DESCRIPTION
Chairman Williams informed the Board that the Board of Selectmen approved the temporary revised job description for the Beach Superintendent.  The Beach Committee will be attending the June 19 Personnel Board meeting to present the final draft job descriptions for the Beach Superintendent and the Assistant Beach Superintendent.


MEETING MINUTES
The Board reviewed the meeting minutes of May 8, 2008.  Mr. Lewenberg made the motion,
Ms. Heilbron seconded the motion, and the members approved the minutes as amended.  
Ms. Greene and Mr. McCreery abstained.

The Board reviewed the meeting minutes of May 15, 2008.  Mr. Lewenberg made the motion,
Ms. Greene seconded, and all members approved the minutes as amended.


Performance Evaluations
There was a discussion lead by PersonNameTim Carroll regarding Employee Performance Evaluations procedure and documents.   Mr. Carroll would like to have all supervisors/department heads complete performance evaluations by end of June 2008.  Mr. Carroll was advised by the Board that the old form from last year will be used with the understanding that the form will be revised in the near future.  Mr. McCreery suggested that a cover memo outlining the procedures accompany the Performance Evaluation form and the Goals and Objectives sheet.  Ms. Heilbron asked Mr. Carroll to draft a cover memo outlining the procedures and email it to her for review.  In the interim,
Ms. Heilbron and Mr. McCreery will review the existing form, and through consultation with
Mr. Lewenberg, design a revised form for next year's use.


BOARD OF SELECTMEN RE-APPOINTMENTS
There was a discussion lead by PersonNameJennie Greene concerning Board of Selectmen Re-Appointments.
PersonNameTim Carroll informed the Board that two employees were not re-appointed, the Town Clerk and the Shellfish Constable.  Ms. Heilbron stated that she received a call from Ms. Orlando, Town Clerk, asking for guidance on the grievance procedure pursuant to Section 11 of the Personnel Bylaws.   Mr. Carroll reported that Attorney Jack Collins advised the Board of Selectmen that a
non-appointment is not a grievable action.  Nevertheless, Ms. Greene stated that an employee has the right to file a grievance with the Personnel Board.  As of June 5, 2008, the Board has not received a written request.


REVISED PERSONNEL BYLAWS
Chairman Williams discussed the issue of paid Town employees reporting to elected Boards who may or may not work at Town Hall and how this issue is addressed in the Personnel Bylaws.  
Mr. Carroll stated that the State Law requires elected positions be exempt from the Bylaws.  Chairman Williams read aloud draft language to deal with this issue for inclusion in the Revised Personnel Bylaws.  Ms. Greene suggested to address this issue in the Procedure Manual, as opposed to the Bylaws.  

The Board agreed to meet on Wednesday, June 11, 2008 at 4:00 pm to review the Revised Personnel Bylaws exclusively.   Mr. Lewenberg suggested that the Board limit the revisions to policy issues and leave the drafting of specific language to a sub-committee.


CALENDAR
The Personnel Board's next meeting is scheduled for Thursday, June 19, 2008 at 8:00 a.m.

With no further business to discuss, Chairman Williams adjourned the meeting at 9:35 a.m.
